Duties

Generally, for the proper execution of its duty (Article 3), the coordinator:

  • must be involved in all stages of the activities related to the project preparation and in the stages of the activities related to the implementation;
  • must receive a schedule of all preparation and implementation meetings;
  • must be invited to all preparation and implementation meetings;
  • must receive, and if necessary insist on the delivery of, all studies required for the execution of his/her tasks, carried out by the main contractors;
  • must establish and update  the coordination log;
  • must, at the end of the assignment and against the issue of an acknowledgment of receipt, submit a file reflecting the specifications of the works;
  • must retain a copy of the coordination log for five years from the date of acceptance of the works.

Furthermore, the duties of the health and safety coordinator will vary depending on the work site phase for which he/she has been appointed:

Preparation of the project (project phase) (Article 9)

The coordinator must:

a. coordinate the implementation of the general precautionary principles in health and safety matters defined in Articles L. 311-1 to L. 314-4 of the Labour Code ;

b. establish a general health and safety plan specifying the rules applicable to the work site in question, taking into account, where applicable, any operational activities taking place on the site. This plan must also include specific measures concerning work which falls within the scope of one or more categories of Annex II, incorporating the elements listed in Annex V. The specific details and measures of the general health and safety plan must be included in the tender documents;

c. establish a file tailored to the project’s characteristics, including all relevant health and safety information to be considered during any subsequent work, incorporating the elements listed in Annex VIII.

Implementation of the project (work site phase) (Article 11)

The coordinator must:

a. coordinate the implementation of the general principles of prevention and security:

  • when making technical and/or organisational choices to plan the various project works or working phases that will take place simultaneously or successively,
  • when establishing the duration for the completion of the different works or working phases.

b. coordinate the implementation of relevant provisions, to ensure that the employers, and, if necessary for the protection of workers, the independent contractors:

  • consistently implement the principles referred to in Article 14;
  • apply, when required, the general health and safety plan referred to in Article 9 b).

c. proceed with potential adaptations of the general health and safety plan referred to in Article 9 b) and of the file that is tailored to the project characteristics referred to in Article 9 c), depending on the progress of the works and potential changes that have occurred, as well as depending on the additional information that is included in the specific health and safety plans of the companies;

d. organise cooperation and coordination of activities among employers, including successive employers on the site, to ensure the protection of workers and the prevention of accidents and occupational health risks, as well as mutual information as provided for in Article L. 312-2(4) of the Labour Code, including, if necessary, independent contractors;

e. coordinate monitoring of the correct application of work procedures;

f. ensure that the necessary measures are taken so that only authorised persons can access the work site.
