No one may act as a project health and safety coordinator or a work site health and safety coordinator without holding an accreditation issued by the Minister responsible for Labour, on the basis of a mandatory opinion of the advisory committee on training and accreditations for health and safety coordination on temporary or mobile work sites, specifying the coordination activities that the coordinator is authorised to perform. (Article 4 of the Grand-Ducal Regulation of 27 June 2008 and Article 4 of the Grand-Ducal Regulation of 9 June 2006)
The conditions for granting accreditation depend on the classification of the work sites.
The Grand-Ducal Regulation of 9 June 2006 classifies work sites into three categories (levels A, B and C), according to the volume of work in man-days* and on the basis of the work carried out involving particular risks to the safety and health of employees, as defined in Annex II of to the Grand-Ducal Regulation of 27 June 2008, as follows:

* “Man-days” (MD) refers to a unit of measurement used to quantify the volume of work, taking into account the number of days and employees required to complete the project. For example: 10 employees are scheduled to work on a temporary or mobile site for 20 days, which corresponds to 200 man-days.
Note :
In addition to the requirement of holding an accreditation issued by the Minister of Labour, a health and safety coordinator who intends to operate as a self-employed individual must apply for a business permit (autorisation d’établissement) in accordance with Article L. 312-8 of the Labour Code.
