Procedure
Each relevant elector will receive from his/her employer by registered post an envelope – called "the big envelope" – containing:
- a notice with instructions to the electors (a copy of the ministerial order authorising postal voting for example);
- the voting slips, folded in 4 and contained in a first envelope, known as the "neutral" envelope, left open and bearing the words "élections pour la délégation du personnel" (Staff delegation elections);
- a second envelope, also open, bearing the address of the president of the principal electoral office and, underneath, the registration number of the elector on the electoral list as well as a space reserved for the elector to subscribe his/her signature;
- Postage being borne by the undertaking, this second envelope will, instead of a postage stamp, bear the words "Port payé par le destinataire" (Postage paid by the addressee).
- This second envelope must be capable of containing the first (neutral) envelope without the elector having to fold the latter envelope.
- a copy of the notice listing the candidatures or at least the voting instructions contained in the notice in question and above all information regarding the close of the polling station.
After casting his/her vote, the elector shall fold the voting slip in four, at right angles, with the undertaking’s stamp on the outside, and place it in the neutral envelope, which shall be sealed. The elector shall place the latter envelope in the envelope bearing the address of the president of the electoral office (second envelope), shall subscribe a legible signature in the space reserved for that purpose, shall seal the envelope and shall post it, by registered post, within a period such that it can reach the electoral office before closure of the ballot. No envelope will be accepted outside those time limits, regardless of the date of posting.
With regard to the sending of the second envelope containing the address of the president of the principal electoral office, a distinction must be made according to whether the employee resides in the Grand Duchy of Luxembourg or abroad.
Employees residing in the Grand Duchy of Luxembourg
The option of sending a reply ("Envoi-Réponse") by prepaid registered mail may be used.
Employees residing abroad
It is not possible to send a reply ("Envoi-Réponse") by prepaid registered mail or a similar procedure from abroad to Luxembourg.
The ITM therefore recommends that employees living abroad pay the costs of registered mail and then have these costs reimbursed by the employer.
