A financial administrative penalty or fine shall be taken to mean an obligation to pay any sum of money, including fees and surcharges, imposed by a decision to be enforced, including costs associated with the judicial or administrative proceedings which led to the decision which emanates from a competent authority or has been confirmed by a judicial or administrative authority in accordance with the law and procedures of the requesting Member State.
