On 11 July 2002, the social partners with cross-industry representativeness at European level signed a framework agreement on remote working on the basis of Article 155 of the Treaty on the Functioning of the European Union (formerly Article 139 of the Treaty establishing the European Community).
On the basis of this framework agreement, the Luxembourgish social partners concluded the Agreement of 21 February 2006 on the legal arrangements for remote working.
On 20 October 2020, the Luxembourgish social partners concluded a new Agreement on the legal arrangements for remote working, the provisions of which were declared a general obligation by the règlement grand-ducal du 22 Janvier 2021 [Grand-Ducal Regulation of 22 January 2021] and are binding on all employers in Luxembourg and on all employees.
